Anyone lost their bird?

Hi, anyone living at Bukit Batok St 52 near Block 542? Someone abandoned a cat and it seems to be in pain? Keeps meowing, quite skinny and very hungry. Gave it some food but not sure what to do now. I can’t bring him in as I have 5 cats.
