Random thought: If a married couple didn’t have intimate moment (consummate) for more than a year, and one of them quoted the reason as not interested. Is the other party in the wrong if he/ she commits adultery as a result of that?

Yes. It doesn’t justify adultery. If needs are not satisfied then discuss options. If the partner is fine then it won’t be adultery
